acne or herpes?

my daughter has several small raised bumps around her mouth that actually itch, and her lower lip is quite swollen... any suggestions?

When I read your post the first thing that came to mind was that maybe the rash is due to some kind of food allergy.  I don't know how old your daughter is, but I have had friends whose young children have developed a rash around their mouths as a result of a food allergy.  Just a thought.  In any case if I were you I would take her to the doctor to have the rash looked at and treated.  Hope your daughter is feeling better soon.
