The foaming of his mouth is what concerns me the most. When does he get these attacks? And has he checked his house for mold?
Cause of Asthma Attack:-
There are lot of things seems to be able to bring an asthma attack. Dogs and cats cause asthma attacks in some people. Tobacco smoke, cold air, exercises and even laughing can cause attacks too. On the other hand, people with asthma tell us that they are worse when they are anxious. Really bad attacks which force people to go into hospital often happen after a virus infection of your nose or chest. Some people get asthma if they take aspirin or other painkillers, and some get asthma from dusts or fumes at work.
Symptoms of Asthma:-
There are very general symptoms of the asthma that every one can judge, like Wheezing, coughing, shortness of breath, chest tightness, breathing changes, Chin or throat itches, Dark circles under eyes, trouble sleeping, Poor tolerance for exercise, By recognizing these clues that occur before actual asthma symptoms, early treatment should be started. These signs are unique to each person.

I just recently watched an episode of "Extreme Makeover: Home Edition" and they were building a new home for a woman who lost her husband. Apparently her home had mold in the basement and her husband was doing some remodeling in there and was exposed to black mold. For months he was ill, but did not seek medical attention. One night he started foaming at the mouth and started having seizures. Considering your brother recently had triple bipass surgery and has "major allergies", I would be very concerned. Air pollution, as you may or may not know, sometimes causes heart conditions.
I would urge you to seek medical attention for your brother ASAP. In addition, I think it would be a good idea to purchase an air filter for your brother. I would probably do research first to make sure you are buying an air filter that has been approved by health organizations. I think Sharper Image sells good ones, but would check Consumer Reports just to make sure.
HCT', contain sulphonamide & he may have allergy or acquired allergy to sulpha-rx's. The sudden throat narrowing could be
a response. Ck on his meds & make sure heart MD knows abt this.
If he has any rashes starting on lower limbs, that too is a
sign of a diuretic allergy. Very important since he just had a
bypass. Gd-luck
