excema or scabies

i noticed in the begining of january my 12 month old daughter had little blister bumps on the top of her feet and on her right leg. after about a week i took her in. the doctor told me it was a newborn child rash and put her on prednicarbate cream 0.1% (emollient). i used it for 3 days and nothing seemed to change so i discontinued that medication and just did nothing thinking it would go away. i noticed about a week ago they were bracking open and bleeding and gotten worse on her right leg and she has some on her right arm. i got worried and took her in to see her regular pediatrician and without even doing any tests just looking at her said it was scabies. i told him well how is that posible no one has the same thing and i would have it just as bad because im with her 24 hours a day. he said she is to young to be contagious and to treat her with permethrin CR 5% (elimite cream 5%). i havent treated her yet but im looking for a second opion. im just really frustrated and want to get this squared out. please if you have any suggestions im willing to try.
