neck pain and MRI results

I am a 27 year old female with chronic neck pain. Recently I notice I have decreased range of motion in my left shoulder.  When I shrug my shoulders my left shoulder acts like it is frozen and only goes up half as high as the right one.  I have no shoulder pain, no injury, no winging of my shoulder blade. My PCP says it is arthritis (I feel the cracking and popping in my left shoulder blade).  Also,my right arm started going numb and tingling a couple weeks ago, but has now gone away.  I had a cervical MRI that read :
Loss of normal cervical lordosis.  There is a mild degree of spondylosis at c3-c4 with the spur-disc complex causing mild mass effect on the anterior aspect of the thecal sac.  The neural foramina is widely patent. The cord has normal signal.  There is mild facet arthropathy at c7-t1 bilaterally.  

What is spur-disc complex?  Other than that does this just mean I have arthritis?  One doctor told me (with out mri report) it was just myofacial pain.  Is that more than likely true based off my mri result?
