I feel, that teachers should not have the added pressures of
trying to discipline children who have mental and or emotional
problems and dealing with the children, that have normal disciplinary problems. I feel, that sometime, for special
children medication is key.

It is very important that teachers have the ability to manage their classrooms well. The vast majority of behavior problems that occur at home or in school can be handled successfully by a sensible program of limit-setting and discipline.
On the other hand, there are children who display mental and emotional conditions, and neurointegrative disorders, whose behavior is definitely influenced by factors other than their volition. Even with these children, of course, there needs to be a sound program of behavior management (both at home and at school). In addition, though, some of these children do require medication of one sort or another. It's critical that children receive competent evaluation, that diagnoses be carefully established, and that medication (if it's to be part of a treatment plan) be prescribed in a responsible fashion by qualified practitioners.
