It is entirely normal, even expected, for a fourteen-year-old to engage in masturbation. As long as this is done privately, and is in the context of a normal life for a teen, there's absolutely no need to worry. There is no norm in regard to frequency. Even daily masturbation in a fourteen-year-old is not a problem, and no physical harm can result. Muscular weakness absolutely cannot be brought on by it.
