i have decently low body fat (I can see the abs above my bellybutton easily... in the pics it is kinda hard to tell). i am 23 yrs old, 6'2'', 215lbs

Your problem appears to be just a congenital accumulation of fat below the belly button.  This could be readily removed with liposuction.  Based on your weight, height and age, I would expect excellent skin shrinkage following the procedure.
