Lip depigmentation

Hi Doc.I'm an african america man.My lower lip is turning red evenly.An example of what's happening to me  is shown in these two pictures in the links below(please take a look to get an idea of what my lower lip is looking like).

I have vitiligo on my right arm  , but not a huge patch and was wondering if it is related?Let me also say that I do NOT smoke.

Q1)What's causing this?
Q2)Is there something I can do to stop the lower lip from turning red?Is this a sign of AIDS (though I believe so not have HIV--I'm just worried and confused)?

I suspect that the lip redness is more vitiligo, which lets the pink shine through.  The cause of vitiligo is unknown.  Treatment for facial vitiligo can include topical steroids as well as a cream called tacrolimus.  You should see a doctor for an examination which may include a Wood's (ultraviolet) light, which can help tell whether vitiligo is the case.  I can't think of any association with HIV.

I forgot to say that my  lips also get very dry and chapped at times.
