18 month Boy and no teeth

My friend has an 18 month old boy and he has no teeth yet.  His teeth appear to be under the gums but aren't dropping. Your thoughts?

My only thought is that this is something better addressed by a pediatric dentist. There may be many reasons why they have not erupted, but only the dentist will be able to give a definitive answer.
