you are going to need to get another MRI you have to have some imflammation in your spine to make u haveing these problems
wait if ur accident happened in 1999 it prob isnt there any more but you prob did have imflammation when the accident happened and now gone and now u have damage to your nerve and after this long there prob is not nothing they can do for you sry:( good luck
I cannot fathom what type of injury would cause the paresthesias (tingling, numbness) to move around so remarkably. The nerves to the different limbs pass downward through different parts of the spine. Even though they date to the injury, these symptoms may be something else which was "activated" by the injury. I'd start over.
Do you have any muscular weakness? Vision problems, headaches, balance problems?
I gather from what you wrote that the CT, MRI and blood work were some time ago? In 1999?
I would recommend a thorough neurological eval and an MRI of the brain, C-spine and thoracic-spine each with and without contrast, depending on the results of your neuro exam. It wouldn't hurt to have blood tests for the causes of peripheral neuropathy. (eg B-12, Thyroid, ANA, ESR, etc)
Good luck, Quix
