Bumps, But Not Sure.

I have bumps, kind of like Mosquito bites. They get ithy as hell sometimes. I tend not to scratch but when I'm sleeping I can't help myself. They are located in my inner leg just bellow where my ballsack is. Some are In-between my leg and my ball sack. Used to be both the left and right now it's mainly just one side. When it first started I thought Herpes but then I had no sex with anyone what so ever for almost a month before this happened. And when I did I did use protection. And Iv'e been reading about herpes and it says it clears up... well this has been there for about 4 months now. So is it mainly just rash and I should'nt worry and just stop the scratching.. or what.

A seriously itchy, "bumpy" rash in that part of the body suggests scabies.  But I can't make a specific diagnosis; you need to see a health care provider.  It isn't herpes.
