Urethra and testicle pain

I've had a persistent throbbing (not burning)in my testicles and urethra for about a week. Had small red bump on shaft that I squeezed last week. It has a scab and is healing up but there weren't clusters of sores or anything. About 15 yrs ago, was diagnosed with genital warts but they were never very noticeable. I couldn't see them at the time and this has caused me great anxiety over the years. Have had one partner for past year so I couldn't have recently caught something. Am wondering if this discomfort could be herpes. I've read many people don't get symptoms. The discomfort is not burning, not feeling pain when I urinate and there is no discharge. But it is noticeable and I don't think entirely mental.

Had a similar situation last year with discomfort in my testicles and a small red bump on the head of penis. Went to a clinic and they said it didn't appear to be herpes. Did not do a blood test. I have had unprotected sex in past so wondering if herpes has just not shown itself until now.

What could be cause of testicle pain/ urethral pain. Don't think I just caught NGU since I've been with same person for over a year. Erections aren't very frequent or strong so I'm wondering if it's something in the erectile dysfunction arena.

I can't speculate what might be causing your symptoms.  I doubt it's herpes.  However, 25% of the population has genital HSV-2 infection, so I wouldn't be surprised if you had a positive blood test.  You could return to the clinic and request it; a negative HerpeSelect test for HSV-2 would rule out herpes for sure, and if positive perhaps your doctor would want to try antiherpetic therapy to see if it helps your symptoms.  But I doubt it would help.  There is no evidence that herpes causes erectile dysfunction.
