Are these Genital Warts?

I noticed some kind of wart-like bumps in my pubic hair. They are brownish, harder then the surronding skin. No itch or pain. I thought they are HPV related warts. I noticed the other day there is hair growing on them and I heard no hair can grow on genital warts. Is that right? Sometime ago a different looking wart developed near my tigh area and it bleed. I sterilized it and it disappeared in a couple days.

Do you think they are genital warts? If they are not, what can they be?

Can these kind of things develop because of shaving? There are also some (I don't know their names) small meat peaces around that area which seems to me appeared after shaving.

You're right, warts don't grow hair, nor do they start in hair follicles; and warts generally occur on the genital proper (or around the anus), not in the pubic area.  Sounds like folliculitis, which indeed can be triggered by shaving.  Another possibility is molluscum contagiosum.  That fits with the location in the pubic area and thigh, and with a "fleshy" bump that bleeds vigorously after scraping; however, it doesn't fit with a hair coming from it.

So the usual advice applies:  Don't rely on the online advice of a doc who can't examine you; see a health care provider.
