lots of small bumps under skin of penis, size of goose bumps

What are all these bumps under my skin of my penis, it is also on my scrotum sac. They are the size of goose bumps. They do not hurt if squeezed hard enough a thick white substance will come out almost like a black head but not like pus. They are all over the place. Here are some pics.

Sorry, I do not look at clinical photos. In my view, it comes too close to making a specific diagnosis, i.e. practicing medicine from a distance.
Your description sounds like normal sebaceous glands, i.e. normal. Doesn't sound like any STD. See you health care provider if you remain concern, or consider posting your question on the MedHelp dermatology forum. Dr. Rockoff often is happy to look at clinical photos.
