Is it herpes or hpv infection

I recently found out i have genital warts. I use to have sex with a girl that found out she has herpes. My balls are very red and itchy. The scrodum has scabs  forming crust or scabs on it. My question is, is the red and soreness due to my hpv infection or should i get tested for herpes. I have benn tested in the last 3 years 3 times and they all came back negative. Do you think those negative test results could have been false. If its not hepes or the hpv infection what can it be. The red itchy scrodum comes and goes but this time its the worst. The scodum actually burns when you touch what looks like to be cuts but not pimples. The cuts eventually scab up.

First, if your warts were properly diagnosed, you can be sure you have them.  No health care provider would ever confuse herpes with warts.  Second, no STD--herpes, warts, or anything else--causes itchy redness of the skin of the scrotum.  That sounds much more like tinea cruris (jock itch).  Try an over-the-counter antifungal treatment for jock itch (or athletes foot), such as Lamisil.  If that doesn't clear up your rash, see your health care provider about it.  But don't worry about herpes as the cause.

Good luck--  HHH, MD
