bells palsy or stroke?

My grandfather recently had some vision trouble in one eye. He was seeing double. The next day he went into the doctors and his eye and mouth were droopy, he has speech trouble and has to wear a patch over his eye.  The doctor couldn't tell him for sure if he had a stroke or if he is suffering from bells palsy. How can they tell the difference? The doctor said that they have the same kind of symptoms. They did a CAT scan and said that it maybe bell palsy. Isn't there a way to tell for sure?

Any extra insite to this would be very much appreciated.

You have to get out of Canada and down to the United States for a proper evaluation, if you can afford to do so. For a number of reasons beyond my pay grade to answer the treatment and evaluation resources in Canada are significantly inferior to those in The United States. Plus there is a window of opportunity in treatment, and that window is lost in the wait-in-line system Canada enjoys.
