I noticed you have mentioned Laser surgery as an option for hair removal. I understand it will not be permanent in everyone's case, but is it permanent destruction of a hair follicle in most cases?

Yes indeed.  Laser hair removal does quite often result in permanent destruction of treated hair follicles.  If you have light skin and dark hair, it may well be worth a try.
