Masturbation, like any friction, can make penile skin rough or cracked. Herpes produces blisters which last 7-10 days.
I suggest you apply vaseline or the equivalent to the affected areas, that you minimize friction of any kind, and the next time you go for a checkup, show your physician the white scales you're seeing. Most likely, they are part of your anatomy and require no treatment.
