I am not exactly sure of your question but I will provide some information. People with elevated thyroid levels or Graves' disease may have a stared or wide-eyed appearance. People using drugs which affect the central nervous system may also have a glassey eyed look because they tend to blink less frequently if the drug is actually depressing the nervous system.
