The supercritical carbon dioxide process requires extremely high pressures. The biggest expense is in the pressure vessel. The PLA has a large number of obsolete heavy artillery barrels (dating from the 1940's), to 14 inch diameter. These are proofed to 100,000 psi and have an obturator and breech block. They are being scrapped. By cutting them down and welding a plug in the cut off end you can make a relatrivly inexpensive machine essenses from plants.

I have had dealings with China and the PLA in relation to providing an HIV test for your military. The problem with plant extracts in China is that (a) crops are raised with pesticide in pesticide contaminated soil (b) the extracts are produced using chemical solvents, rather than super-critical carbon dioxide. The super-critical carbon dioxide process is the only acceptable method of producing medicinal extracts.
