My best guess is that she is cutting molars. When a toddler is cutting a molar they salivate excessively from the discomfort. At night they swallow all that saliva which is irritating to the the stomach and periodically throw it up. Also, the excessive saliva gives them a mild loosening of the stools. the stools can be quite slimey and caustic from all the digestive enzymes in the saliva / stool. This will give them a bright, galded rash in the morn. This is a pattern that I saw a lot. It will go away when the teething stops.If she isn't cutting any molars, then I have to ask if she is around second hand smoke. This irritates the upper airway, makes them more susceptible to colds and causes them to swallow excessive mucous - and on wiht the scenario above. Just a thought.
