I have the same issue and have sucessfully used two products that have minimized the effects. i start in the mornings by gently hand washing my forearms with Cerave soap (Walgreens) then I spray on Lanacane Anti-Bacterial spray(any drug store). I repeat this step in the evening sometime before I go to bed. I do this everday while I am experiencing the itching and burning on my forearms (usually between September and March). I have also added a warm mist humidifier (Walgreens: Vicks Brand; easy to clean and resist mildew) on a timer (hour when I go to bed and three hours right before I get up in the mornings) this seems to help with the symptoms. So far this has made a HUGE difference in my life. I find I am getting sleep and feel human in the mornings. It does not cure the problem.
Try BAND-AID ANTI ITCH GEL. I have had the same problem for three years, and the ONLY TEMPORARY RELIF I have found so I can sleep and stop itching is this Gel. Its made for bug bites, but it really does give some temporary relief...
