Behavioral Issues?

I visited a couple of preschool and I was appalled bysome of the children's behavior.  I observed two children throwing toys and other children, three of the children were wrestling, and several were involved in a pillow fight using cushions.  Is it normal for 3 year olds to play/behave as described?

I don't know where you live, and whether or not it is an inner city school, but in some states the teachers are not allowed to discipline the children effectively. They can't even yell at them. There is such a narrow interpretation of discipline that it results in the children taking over the classroom. The teachers worry about their pensions and so do not fight the system. A sad business.
