It would be unusual to have acne vulgaris on the front of your legs. The face, chest and back are normally affected. However, it could be caused by hormones as you've both experienced this after delivery. It is difficult to suggest a diagnosis from your description. I would go to your doctor. This is classic Keratosis Pilaris, and yes, it is hormonal, chronic, and treatable. The treatment is over the counter, a lotion called AmLactin, about $17 at Walmart. It takes awhile to work, so start now, and you'll be in good shape for summer. I had this too after the birth of my son, and it is gone, now. Oh, make sure it is ok to use the lotion if you are nursing. Good luck!
