Acne/rash between shoulder and elbow

Hi!
I am 18 year old male with acne/skin trouble.

I got red acne-like dots on back of my hand, mostly in area between shoulder and elbow, little bit down to near-wrist too.
I've had it for a long time now, lately started concerning about it. They are red bumps what do not itch nor are sensible, only look and feel terrible.

I doubt it is allergy of some kind as I have moved and changed environment, tried different clothing, washing stuff and so on. Using body-cream somewhat much reduces the rash, but nonetheless it's there.

Hi. This may be Keratosis Pilaris rubra, a genetic follicular condition characterized by red bumps on the arms and/or thighs. It is only cosmetic in consequence, with the bumps seldom itching but causing the patient distress because of their appearance. Exfoliating with products containing AHAs will help as will moisturizing with products containing Urea. Your doctor can prescribe Retin-A, a topical synthetic retinoid for acne.
