Clusters rashes on arms and shoulders

The rash started about one week ago since the heat increased to over 80 degrees. My moisturizing regimen includes only baby oil every day following showers. Because of the new season change, I use a generic sunscreen spray along with my daily baby oil application. The rashes include red, very itchy and results in a cluster of small bumps all over my arms and shoulders.  Some of them are single bumps but looks really irritated.

Please help with a regimen to help through the summer season.
