How can i keep my face clear without spending alot of money?

I have had some problems with pimples on my face for a while now and at first it was really easy to keep my face clear, i used to use proactive solution but that began to not help that much so i switched to skin id and now i cant get my face clear at all. I wouldnt say i have acene but i there are little bumps pretty much everywhere on my face and a little spot on my forehead right above my nose where there are a hole bunch of small bumps. I cant use the skin id cleasner daily because it drys out my face so i go back and fourth from the skin id and this other medication that you juss pour a little onto a cotton ball and rub all over your face. But doing that doesnt seem to help either and i am really starting to get stressd out by not being able to get my face clear which i think makes it worse. Can you give me any suggestions at to what i should do?
