Hi. Are they acne or heat bumps? If you are unsure you will need a doctor to diagnose them, but a general practioner should be able to do this you may not need a dermatologist.
Acne vulgaris occurs in the areas you mention; face, back and chest. The best store-bought product i can recommend is Freederm, they make a facial wash and treatment gel. Another good range is the one for blemish-prone skin by Clinique-available online if you don't have a department store near you. They make a facial wash, anti-bacterial soap and chest and back spray.
Prescription medicines are a lot more effective though. If you are female, have you tried an anti-androgen contraceptive pill such as Diane35 or Yasmin which are good at clearing acne. Avoid the progesterone only pill or Depo shot as these can make acne worse. Dermatologists have found Differin to be the most effective topical prescription gel, especially when used in conjunction with an anti-androgen like Diane35, or an oral antibiotic like oxytetracycline.
If you have heat-bumps or an allergy these will require different treatment so check with a doctor if you're not sure what skin condition you have. Loiloi x
