Kenalog injection side effect

I went to a dermatologist in October 2009 for severe itching of the forehead.  My forehead would break out in these tiny pustules but they itched like crazy.  The Dr said I had severe acne, cystic acne.  I did not feel like it was cystic acne because they were not hard pimples under the skin.  They started small pustule however I waited to go see him so what the Dr saw was inflamation (inflammation) because I was itching my forehead raw.  He treated me with Kenalog to help stop the itching.  Now I have huge indentations in 3 spots on my forehead and they seem to be getting bigger.  The Dr. told me it was from the cyst not from the injection.  Why are they getting worse and I never knew acne itched that bad.  Is it normal for acne to itch where you want to rip all the skin off your forehead but you still feel like you can't get to the itch?  The indentations are not round like a cyst it is long like a gully going more in a line.
