Strange bumps along hairline and on forehead

I recently moved into my house about a year ago and I started noticing some annoying skin problems. My forehead starting getting these bumps on them that resembled zits but after I would put acne cream on them they wouldn't go away and when I would go to pop them nothing comes out and the skin just breaks away and leaves a red spot from the skin being raw and torn off. This happens a lot along my hairline and some of the bumps are larger than others. This seems to get worse at certain times of the month and then it settles down until next month. Any ideas of what this could be?
