It sounds like something I also have.  My doctor told me it is simply acne -- which can especially occur in areas where it is damp due to sweating.  If you see a dermatologist, they can probably prescribe a body wash or even an oral antibiotic.  Don't be embarrassed to show them the pimples and blackheads.  I'm sure they have seen it many times.
