been struggling for 9 years now

With these 'white bumps'
Ive seen multiple posts on these over the internet. I started just having the small white bumps under the skin on my forehead before i was a teenager. Now at 16 i have them on my forehead, side of my head, across my cheeks(which leave large pores and some small scars) across my chin and very small ones round my lips. Ive been to a skin specialist who said i didnt have acne. Normally they just sit there and build up, some get small blackheads on them and others turn into an inflamed 'hard lumps' which doesnt have a whitehead. I have polycystic ovary syndrome, and i know one of the symptoms of that is acne. But is there anyway of clearing these white bumps? because i can just see them spreading over myface and it makes my complexion seem lumpy.
Ive recently got one on the side of my cheeck which stands off the surface of my skin. In some places it looks like every pore has a white bump. Ive been taking medication to stop them inflaming (i used to have some bad inflamations on my back-but that has now cleared)  Ive also tried zinc tablets, agnus cactus tablets, ive  tried multiple skin care products from pro activ to dermalogica and nothing has got rid of the bumps.
I dont use foundation make-up, or use hairspray which ive seen some people say can cause them on other websites.
Ive also got quiet oily skin however im not keen on going on roaccutane because i took one type of contraceptive pill and developed stomac pains which lead to me having scans on my liver, I also tried a milder contraceptive pill which then lead me to gaining 14lbs which lead to depression.


So im kind of stuck here,Any help?

I would find a more sympathetic doctor, it does sound as though you have acne. You don't mention which pills you have tried but Diane35 and the newer one Yasmin are anti-androgens which help acne. Accuatne is a retinoid and works it a completely different way to other acne treatments. Your dermatologist would test your liver function to see if accutane was suitable for you, before giving you a prescription, and would also test this and other things during and after your treatment. Yasmin is what made me gain weight and then i struggled with depression so my psychiatrist urged i stopped taking it. Dianette is what caused my abdominal pains. In total ive seen 5 differnt doctors.
