bumps on skin

I am not sure if this is considered acne or is just some sort of skin disorder...my daughter is 9 and ever since I can remember she has had these little bumps on her arms....they are only on her arms...you can't see them but you can feel them...they feel like goose bumps when you touch her arm but they are always there...She is getting to the age that they are starting to bother her...any ideas...I know I should take her in to the dr and see what they say to do but at the moment I am without insurance so anything I can try without having to go to the dr would be great! thanks

Going to a doctor is probably the only way of getting a definitive diagnosis.  Until then, you might try an exfoliating lotion.  Possibly something with glycolic acid - I think Aqua Glycolic makes a good body lotion.  Or maybe a body scrub like this:
