small bumps on shoulders and back

I am 23 year old female and have small, mostly flesh colored bumps on the back of my shoulders and upper back. These flare up every summer and usually go away in the cooler months. They do not itch and do not turn red unless I scratch or attempt to "pop" one, so I don't think it is heat rash. I exfoliate regularly and wash my back well but to no avail, they always come back. I don't know if they are pimples or something else because they don't really have a head and are somewhat hard. I have noticed similar small bumps on my forehead before as well. Any suggestions would be appreciated! Thank you.
