when to apply powder?

i have peeling of dead skin on my scrotum.i need some help.the doctor gave me clotrimazole absorbent dusting powder CIPLA. i don't know when to use:
1.when the skin is dry and has dead skin unpeeled.
2.when the skin is moist or sweating because of scrubbing of the scrotum.

If applied in the 2nd condition the powder gets stuck to my scrotum and gaps in between the surface of scrotum(unjoint) as if it were scales on a fish. the powder gets stuck and appears as if i have to pull out small pieces pf wet powder stuck to the scrotum same as dead skin peeling
so please help me out on whinh condition should i apply the given powder.

Hi there!

For improvement of the condition, it is important to keep the involved skin area clean and dry at all times and sweating and moisture need to be avoided. The clotrimazole would need to be applied religiously, as advised by your doctor (1-3 times a day) over dry skin.
