Pill Bandit

My question is regarding two family members.  Pain pills have been turned up missing now for over a year and the family member that needs them, we will call Family Member #1.  Family Member #1 has been moving them to different locations in hopes that the other family member, Family Member #2 does not find them and continue to take them.  Family Member #2 has their own pain pills and takes them in addition to sleep aids.  Family Member #2 has been confronted by Family Member #1 and denies taking the pills.  Family Member #2 is not working and has not been working for about a year now.  Family Member #2 is now having problems sleeping at night.  This person can be very moody.  How many pain pills can a person take in a 24-hour period?  How do you confront Family Member #2 without casting blame?  What do we do? Please help!  Thank you!

# 1 should lock them up so #2  can't get to them and see if # 1 is not abusing them and trying to lay the blame on # 2
