Sperm / fertility

I had a medical test to see the fertility status of myself.
The result was as follows: number of sperms = 74 Million
Active: 20% , Non-active= 80%.
Condition of the sperm= Normal , and no deseases.
The doctor sais you have a low active count sperm. Please add on this and advise what could have caused this; I am 37 years old.

My husband and I are trying to have a baby, lately (three months) my husband does not ejaculate (absent of any sperm at all). He is diabetic, could this be the reason? What other things could cause absent of ejaculation or sperm.
