What is the long term answer for migraines caused by degenerative discs?

I don't want 3 discs fused together in my neck.  I love being active and don't want to give up my passions because I can't move.  Plus the Dr. says there's only a 50% chance the surgery will relieve my pain.  So I chose the pain management route.  I've been on tramadol for over a year.  I've taken 15 50mg pills for that amount of time.  Happy to say I'm done with that crap, nasty stuff, and am on 6 oxycoten tabs per day to keep headaches away.  Concerned if thats a wise move or not, but it beats the migraines.  

I don't want to be an addict, but I don't want headaches all day everyday either.  I am addicted to being headache free.  I'm going to see a headache specialist soon.  What will he/she tell me?? Are narcotics going to be the long term solution?  I'm not much of a believer in the herbal stuff.  I've had the traction, adjustments, shots in the neck etc. Everything but surgery.  What is the answer here?
