i really want to adopt my brothernlaws girlfriend youngest child

Ok my brother n law is 17 his girlfriend is 21 I really want to adopt her youngest child who is nine months  because like I said she is 21 with four kids n wants to have another baby n can barley take care of the four she has....I'm getting upset so I will finish this later...what do u think so far
