Abnormal skin lesion

My son has skin lesions on his finger tips along the skin covering the finger nails. It appears dry, discolored in a transparent type way, and feels very rough. any ideas to what may have caused this skin lesion? i'm thinking bacteria from broken skin. i'm not sure.

My name is Kaela. My boyfriend of 3 years has an 8 year old girl with severe excema. I never knew what it was until I saw her poor skin.
