Hi, I'm Lucinda. Just recently I had dots, both medium-sized and small, that were pimple-like and itched. They were only on my arms and legs. New ones appeared whenever I woke up or when I walked outside and came back indoors. Now, they don't appear anymore but I've got purple pimple-like scars leftover. I still use and wear the same materials as before this incident happened, so I was wondering if this is allergies and if someone can develop allergies later on in life to things they were never allergic too?  

I've also had cases where my exposed legs would become completely red and itchy (like a sunburnt) even though I've only walked outside for 15 minutes with my arms exposed too (but nothing happened to them.) This redness comes very rarely though..

Welcome to the forum!
One can develop an allergy even later in life and to things that one was never allergic to before. Urticaria is usually triggered by allergens, such as drugs, foods, insect bites, inhaled substances, in response to sunlight, cold, heat, stress, exercise, or a viral infection. Other common allergens are pollen, mold, dust, pet dander, or cosmetics. Since you experienced an itch, just go over these possibilities in your mind. Something may strike you.
One thing is sure from your post. The itch is only on exposed surface. At times when only your legs itch and arms are spared, there is some factor that is affecting the legs—like dust, sand, dirt, direct rays of sun. Next time this happens, keep all these points in mind and eliminate them one by one.
It would also be a good idea to get tested for allergies.
