Are allergy shots considered immunosuppressive?

Are allergy shots considered immunosuppressive?

I was wondering if anyone knows if allergy shots are considered to be an immunosuppressive medication.  The reason I'm asking is because I was medically retired from the Marine Corps about two years ago for asthma.  The military uses a scale which I've posted below to determine your retirement percentage.  I was retired at 30% due to being on daily inhaled meds with a FEV-1/FVC of 75%.  Since then, I've been taken off all meds except my allergy shots which I've been getting for just over 3 years.  My last PFT shows my FEV-1/FVC ratio at 82%.  Part of my retirement is to be evaluated for the retired condition every 18 months.  Shortly after my 1st 18 month eval, I received a letter stating I was being reduced to 10% and would lose my retirement status.  

So I'm working on getting letters from my civilian allergy/asthma specialist in the area as well as the military pulmonologist I saw for my 18 month eval.  My asthma specialist belives that the allergy shots are helping me tremendously and are as powerful or even more powerful than any inhaled or oral meds I could take.  I'll note that my IgE has gone from approximately 8,200 to about 1,200 since starting the allergy shots.  

I replied to the letter requesting a formal hearing which is scheduled for Feb 15, 2012.  I have an appointed JAG lawyer who wants a copy of the letter from both doctors, but I'm of course trying to do my own research as well.  

So on to my question.  I was reading exactly how allergies work and read that an allergy sufferer's immune system sees things like pollen as "bad" and attacks them, creating allergy symptoms in me.  The allergy shots are designed to build the tolerance of those things in my body over time, thereby suppressing my immune system's flawed natural reaction.

So does this mean the allergy shots are immunosuppressive medications?  If so, I believe I could fight to rate 100% according to the ratings below.  Any help is much appreciated!!!!!

FEV-1 less than 40-percent predicted, or; FEV-1/FVC less than
40 percent, or; more than one attack per week with episodes of
respiratory failure, or; requires daily use of systemic (oral or
parenteral) high dose corticosteroids or immuno-suppressive
medications - 100%

FEV-1 of 40- to 55-percent predicted, or; FEV-1/FVC of 40 to 55
percent, or; at least monthly visits to a physician for required
care of exacerbations, or; intermittent (at least three per year)
courses of systemic (oral or parenteral) corticosteroids - 60%

FEV-1 of 56- to 70-percent predicted, or; FEV-1/FVC of 56 to 70
percent, or; daily inhalational or oral bronchodilator therapy,
or; inhalational anti-inflammatory medication - 30%

FEV-1 of 71- to 80-percent predicted, or; FEV-1/FVC of 71 to 80
percent, or; intermittent inhalational or oral bronchodilator therapy - 10%
