You may have hayfever or allergic rhinitis. We have similar symptoms but mine does not attack on winter only, it is caused by airborne allergens like dust mites, pollen, scents, etc.
I cut up garlic cloves like the size of pills, and took them with water. I did this treatment at night so I could go through the next day without being bothered with hay fever.
Have you tried a sinus rinse?
Do you use a humidifier? In the winter, when the air is dry, it can create havoc on the sinuses.
I would try the above and perhaps 2 to 3 days of claritin nose spray.
