Fading freckles - concentration of hydroquinine?

Hi,

I was hoping you might be able to help me. I have freckles on my shoulders and back (as well as face). I went to see a dermatologist who said we could try a fading cream, but I wasn't going to be in the city regularly enough for them to monitor my progress so they weren't prepared to give me a prescription. So I've ordered a product with 4% hydroquinine in it online. My question is, is this as strong as the product that I could have obtained from the dermatologist? And is it likely to work on my shoulders and back? Or is this really only strong enough to help the freckles on my face where the skin is thinner?
