No Sweating leads to hives?

Ever since i broke my arm (Aged 15), i been having a severe hive issue.  I am 23 years old now and still having the problem.  Everytime i do intensive exercises, get nervous, in a heated room, encounter something that is spicy, i begin to break out in hives.  This issue usually happens during the cold season.  When it is during the hot season (summer), none of these symptom shows up.  The very strange thing i noticed is that when the reaction occurs, i don't sweat at all.  My skin gets very heated.  I been to the doctors and they say it is just an allergy and it will eventually go away as i grow older.  They prescribed me a few anti-histamine medication.  They don't seem to help at all  Up until now, it doesn't seem to get any better.  

I think that the reason why i get this reactions is because something is wrong with my sweat glands.  Every time i am in a heated room, exercise, encounter spicy food, get nervous, my skin is dry.  No sweat at all.  My skin become very hot.  Is there anything i can do to induce sweating?  During summer, i am able to sweat, and i think that is why i don't get any reaction.
