Sneezing and coughing ; fan air allergy

My father starts coughing and sneezing when fan runs at full speed . Why it happens ? He prefers air conditioner , no problem in cold room . Room and fan are always clean . No dust . He says he feels uncomfortable , if he stays long in a room with running fan he feels suffocated . He is not allergic to dust , neither he has asthma .
