What causes my chest and nose to dry up?

What could be wrong with me? I've had two chest x-rays... in the first one i was told that i had a little bit or bronchitis and the other was "normal" yet I've had this persistent chest congestion and nasal sinuses. I spit out white sticky phlegm... When i go out in the cold it gets worse, as well when stressed i tend to produce more phlegm. It gets really hard to breathe sometimes because of all the phlegm and my chest hurts at times. Is this called by allergies or could it be something else? Thanks for your time.

I then need the nebulizer to clear it and a course of antibiotics to get rid ,but it never completely goes away .I wheeze terribly during the night and cough a lot trying to free the clear sticky phlegm but nothing seems to clear it.I don't smoke ,and this is driving me crazy ,in fact I would go as far as to say ruining my life.
