Hi
Welcome to the forum!
The white rash with itching could be fungal infection. This could be contact dermatitis due to tissue paper too. Generally if the area is moist, then fungal infection is common. Tinea (fungal) infection is very common on buttocks. Antifungal cream and oral anti fungal agents help. It is difficult to comment without examining. Hence please consult a doctor before starting any treatment.
Hope this helps. Please let me know if there is any thing else and do keep me posted. Take care!
