concictant ear infection/rash on cheek

my 13 month old son has had an ear infection for atleast 3-4 months. He has been on amox twice now (doub dose now 3/4 twice daily) the last one on 2/7/10 was Cefidinir 3ml once a day then before that zythromax and one other i cant remember. he is now scheduled for tubes on 3/2/10. the fluid in his ear seems to not drain and the infections keep comin back and he is getting worse each ear infection. for some time now he has had this rash under his rite eye that is a red & dry patch about 2in by 2in w/d. the urgent care dr said he doesnt know what it is. so i decided to google the symptoms...so my questions are...
1- is the ear infection and rash related?
2-what can i apply over the counter to help
3-do you have any advice as far as helping me to get the ENT or PC to move the surgery up ( he is so miserable and IB n Tylenol are not helping)
4 any advice or info would be soooooooo appreciated

HIS MED HISTORY-
he is not allergic to any meds
has had RSV at 5wks old
he was an emergency csec due to cord wrapped around his chest
