itchy throat

ok when i go running afterwards i get a real bad itchy throat and it makes me cough and when i cough i get a pain in my chest and back and this even happens sometime when im trying to go to sleep it also happens when im in a cold room or even when its cold outside and i take allergy med. but it dosnt seem to help and my doc said that it was allergies but the med. he gave me dont seem to help
